ALEXANDRIA – The Korean American Democrat of Virginia organization endorsed Brian Moran for Governor. The Korean American Democrats of Virginia have worked to mobilize the Korean American communities in Northern Virginia to vote and to participate in the state and federal electoral processes. They cited Moran’s long-time efforts to fight for minority communities and to expand opportunities.

APPOMATTOX – Key Democratic leaders in Appomattox County announced their support of Brian Moran for Governor today. Moran received the endorsements of Appomattox Democratic Committee Chair Frank Poynter and First Vice-Chair Ora McCoy. They highlighted his long record of fighting for the people of Virginia and his plans for economic development and job creation. On Sunday, Moran received the endorsement of Stafford Democratic Committee Chairman Marc Broklawski.

Letter to the Editor: Brian Moran is tops among the Dems

I have had the high honor and privilege of meeting dozens of Democrats running for local, statewide, and federal office.

This year, we have three excellent gubernatorial candidates vying for the Democratic Party nomination; however, I believe one among them rises to the top, possessing the personal attributes and bold, progressive solutions necessary to lead us through these challenging times. That's Brian Moran.

As Brian so eloquently states on the stump, "Public service is not about the politicians, but is about the people we are fighting for."

As the chairman of the House Democratic Caucus, he has been on the front lines in the battle to increase the minimum wage and to create an earned income tax credit for Virginia's families; secure the largest investment in public education in Virginia's history; and protect our children from Internet sex predators through passage of Alicia's Law.

There is no one else I would rather have fighting for Virginia than Brain Moran.

Recently, Stafford Democrats met with great success, due in large part to the support we have received from Brian. With his help, the Stafford Board of Supervisors has for the first time flipped to a Democratic majority.

As governor, Brian will work tirelessly to create green jobs; mandate that one-quarter of our energy comes from renewable sources; ban predatory lending practices; require that smart growth planning be a critical part of any comprehensive transportation solution; and ensure that every single child in Virginia is covered by health insurance.

ALEXANDRIA – The former presidents of the Young Democrats and College Democrats of Virginia join with a number of Students for Barack Obama, Virginia Young Democrats and College Democrats leaders in endorsing Brian Moran on the eve of the Virginia Young Democrats Convention. Brian Moran will speak to their convention in Charlottesville this Saturday at 10:45 a.m.

The leaders cited Moran’s commitment to education, his focus on the future and his long history of fighting for Virginia Democrats. “Brian has proven to be an effective legislator and a true fighter for the progressive values that will keep Virginia moving forward in the 21st century,” said Eugene Resnick, former president of the College Democrats of Virginia Federation.

Moran championed the largest investment in higher education in the state’s history which kept tuition lower. He has also fought to expand student financial aid and co-authored a community college transfer program to make community college students’ four-year education more affordable. Moran is the only candidate to oppose a new coal plant in Surry and to oppose offshore drilling. His healthcare plan includes expanding the age students can stay as dependents for health insurance to 26 so more young adults remain insured.

Adam Ebbin Backs Moran

ALEXANDRIA – Delegate Adam Ebbin announced his support of Brian Moran for Governor of Virginia today. Ebbin is the highest-ranking openly gay elected official in Virginia and the only openly gay member of the General Assembly. Ebbin cited Moran’s long-term commitment to fighting discrimination and his strong opposition to the Marshall-Newman Amendment.

“Brian Moran has always been a leader in the fight against discrimination, even when it wasn’t popular,” Ebbin said. “He was the only candidate to fight against writing discrimination into our constitution. I was proud to stand with him in the General Assembly, to campaign with him against the Marshall-Newman Amendment, and I will stand behind his campaign for Governor.”

~ Plan Invests in People, Entrepreneurs ~

~ Grow the Economy from the Bottom Up, Not Top Down ~

~Watchdog for Federal Stimulus~

RICHMOND – At a small business on Richmond’s Northside, Brian Moran announced his economic stimulus and recovery plans for Virginia, as part of his “Economic Recovery Tour.” Moran laid out a comprehensive economic stimulus and recovery plan that focuses on growing small businesses, creating local jobs and investing directly in hard-working people. The recovery tour began Friday in Charlottesville and included stops in Hampton Roads and Northern Virginia.

“People are struggling today, and they need us to take real action to fix our economy,” Moran said. “We’re going to grow this economy from the bottom up, not the top down. It’s time we started investing in Main Street, not just Wall Street, and help our small businesses create jobs.”

Moran’s plan focuses on stimulating the economy through investments in small business and job creation, including a tax credit for job creation. Moran will focus on small businesses because he knows that they represent more than 97 percent of the Commonwealth’s employers and make up approximately half of the private workforce in Virginia.
  • New Jobs Tax Incentive. Brian Moran will create a small business job creation tax credit of $2,000 per new employee for small businesses that hire new employees and retain them for at least one year.
  • Small Business Income Tax Investment. Today, many of Virginia’s small businesses are struggling just to make ends meet in a tough economy. That is why Brian Moran will eliminate the corporate income tax for small businesses making less than $200,000 per year. This could make the difference between a company investing and having to shut its doors, between hiring additional employees and laying off employees.
  • Assembling an Economic Strike Force. Mark Warner came to office in a difficult time and created an Economic Strike Force by executive order. Brian Moran worked with Governor Tim Kaine to pass this into law and make it permanent. As governor, Brian will reinvigorate Virginia’s Economic Strike Force to focus on recruiting businesses to Virginia’s hardest hit communities. Moran will visit the regions of the Commonwealth most devastated by high unemployment in both rural and urban areas of the Commonwealth during his first 100 days in office and will work with each area to create economic development plans to help them get back on their feet.
  • Creating a Federal Stimulus Watchdog. Brian Moran will create a Stimulus Watchdog to coordinate the federal dollars flowing into Virginia and ensure that they are invested wisely, not wasted. This position is an important check to ensure that Virginia’s stimulus money goes to critical areas like teachers, law enforcement officers, and projects that create jobs. It will have auditing authority, will answer directly to the governor and be charged to ensure accountability for the federal stimulus money flowing into Virginia.
“We need a Governor who cares more about the family dinner table than the corporate board room,” Moran said. “My plan takes responsible action to grow small businesses, create jobs and restart our economy by investing in people.”

Moran’s plan also makes critical investments in economic fairness so working families can succeed in this difficult economy.
  • Refundable Earned Income Tax Credit. Brian Moran championed Virginia’s Earned Income Tax Credit when it passed in 2006. As governor, he will fight to make it refundable and ensure this tax credit makes it into the pockets of working Virginians so that they can afford the necessities of life and infuse much-needed spending into the economy.
  • Raising the Minimum Wage. Brian Moran supports indexing Virginia’s minimum wage to inflation. Unlike Social Security, the minimum wage is not currently indexed to inflation. A dollar doesn’t go as far as it used to, and by indexing our minimum wage to inflation, we can ensure that Virginia’s families can continue to afford the rising costs of goods and services, participate in economic growth, and continue to drive that growth in Virginia.
Brian Moran worked side-by-side with Governors Mark Warner and Tim Kaine to implement smart economic development incentives and bring jobs to Virginia. Now is the time to continue the strong tradition of Democratic leadership that started with Mark Warner, Tim Kaine and Brian Moran. Together, they:
  • Made Virginia the best-managed state in the nation;
  • Saved Virginia’s AAA bond rating, the gold standard for strong business; and
  • Kept Virginia the best state for business, three years running.
Moran worked with Governors Mark Warner and Tim Kaine to increase the incentives available to attract businesses to Virginia, bringing thousands of jobs and hundreds of millions of dollars in investment to Virginia. They fought to increase the Governor’s Opportunity Fund, Virginia’s job creation incentive fund.

Crossing the Globe to Bring Jobs to Virginia. As a member of the Governor’s India Trade Mission, Brian Moran helped bring jobs and $100 million in investment back to Virginia. He became the first legislator to participate in such a trip. Brian also participated in a delegation to Israel, where he met with government, industry and trade leaders. Using his understanding of how both government and business work, he laid the groundwork or economic opportunities with this key friend and ally of the Virginia and the United States.

~Today is 20th Anniversary of Exxon Valdez~

ALEXANDRIA – Brian Moran made the following statement today on the 20th anniversary of the Exxon Valdez oil spill on March 24, 1989. This was one of the largest spills in U.S. history and one of our largest ecological disasters. At a minimum, the tanker spilled 10.8 million gallons of crude oil. Brian Moran is the only candidate for Governor to oppose drilling off Virginia’s coast.

“Twenty years ago the Exxon Valdez spill caused untold ecological damage and environmental harm. On a day like today we must consider the important environmental treasures here in Virginia. There is no stronger reminder of why we need alternative energy solutions, like offshore wind, rather than offshore drilling. We can’t solve our 21st century energy challenges with 19th century fossil fuels.”

~ Releases “Efficient Virginia: A Bold Plan to Fight for Taxpayers”~

ALEXANDRIA – Today, Brian Moran pledged to ensure Virginia remains the “Best Managed State” in the nation as the next Governor. Moran released “Efficient Virginia: A bold Plan to Fight for Taxpayers” to increase innovation, reform government services, ensure efficiency and fight for Virginia’s taxpayers. Under the leadership of Governors Warner and Kaine, Virginia was named the best managed state in the nation by Governing magazine. Moran is the only candidate for Governor with a specific plan to fight for taxpayers. This is Moran’s fourth major policy proposal of the campaign.

Moran’s plan includes the creation of an Innovation Task Force, a focus on results-based budgeting and the mandate of a performance audit of state government.

Innovate.
  • Create an Innovation in Government Task Force. Led by the Secretary of Technology, this group would pull from the best and brightest in state government and the private sector to identify innovative reforms to state government.
  • Continue the Council on Virginia’s Future. Moran will continue to rely on the Council on Virginia’s Future and push future work toward Virginia Performs and metric-based assessments of state services. Moran will continue integrating these critical performance measures into state government to drive better results for all Virginians.
  • Develop Virginia R&D Labs. This will bring together government, business, nonprofits organizations, colleges and universities to develop innovative ideas to improve government performance.
Reform Budgeting and Procurement.
  • Continue to Streamline Procurement. Brian Moran will continue streamlining procurement by bringing it into the 21st century. He will cut red tape and make government procurement more flexible and agile, increasing efficiency and delivering a better product for taxpayers. As a legislative leader, Brian Moran supported Governor Warner’s expansion of eVA, Virginia’s award-winning Internet-based state procurement system, which saved Virginia’s taxpayers $69 million in 2004 alone.
  • Implement a Comprehensive Sunset Review System. Under Moran’s plan, every area of state government undergoes full sun­set review on a 10-year cycle. Sunset reviews provide the opportunity to review whether or not the agency is still doing what it was created to do and to readjust the allocation of resources to increase efficiency and provide greater results. In fact, the Texas Sunset Review Commission ultimately realized a $37 return on investment for every dollar spent on the sunset review process.
  • Focus on Results-Oriented Budgeting. By more explicitly budgeting based on policy priorities, Moran’s administration will make state government more accountable and better able to improve Virginia’s performance in critical areas. Results-oriented budgeting achieves this by starting with the results in mind then creating a competitive marketplace for budget dollars to ensure that state government effectively sets priorities and focuses on the programs to achieve those priorities.
Use Technology and Eliminate Waste.
  • Expand the Waste, Fraud and Abuse Hotline. This will allow taxpayers, not just government employees, to contact state representatives with concerns about government waste or suggestions on ways to make government more efficient.
  • Require a Performance Audit of State Government. This audit will review all services of state government at the start of the next Governor’s term.
  • Reforming State Travel. Brian Moran will move state government toward booking all employee travel online. California saved almost $15 million by transitioning to an online travel service that enables them to take advantage of discounts on accommodations and transportation.
Moran’s plan also includes components to create friendlier and fairer system for taxpayers.

RECORD OF RESULTS

Over the past eight years, Brian Moran partnered with Governors Warner and Kaine to promote fiscal responsibility in state government. During Virginia’s last multi-billion dollar budget shortfall, Brian Moran partnered with Governor Warner to streamline government and make it more efficient, close a multi-billion dollar budget shortfall, and balance the budget. Together, they did it by tightening the belt, cutting spending, and by closing or consolidating 78 boards, agencies and commissions of state government. Their action on the Wilder Commission’s recommendations resulted in more than $100 million dollars in savings.

As a legislative leader, Brian Moran led the fight to create the Business One Stop web portal to make it easier for entrepreneurs to start businesses by cutting red tape and making the process more user-friendly. As a result, more than 7,000 businesses have used the Business One Stop since Brian Moran successfully passed the legislation in 2007.

~ It’s not a question of can you, it’s a question of will you~

ALEXANDRIA – Virginians for Brian Moran released the following fact sheet on the role the next Governor should play in the proposed coal mega-plant in Surry County. During the announcement of his energy and environmental plan, former DNC Chairman Terry McAuliffe tried to evade the question of whether to halt the proposed coal mega-plant in Surry County saying "This is not up to the governor” (Associated Press, 3/11/2009 and Washington Post Blog, 3/11/200). McAuliffe had previously announced his opposition to halting the proposed plant, which is still in the planning stages (Hearsay with Cathy Lewis on WHRO, 2/19/2009).

"As a former director of the Department of Environmental Quality, I know there are several ways that the Governor can take action to halt this proposed coal plant in Surry,” said Bob Burnley, Director of the Department of Environmental Quality during the Warner Administration. “I know the executive branch agencies, under his supervision, have the necessary regulatory authority, and he has the ability to initiate legislation and even a constitutional responsibility. It's not a question of whether the next Governor can stop this plant – it's whether he will."

“This is a yes or no issue. Virginia’s next Governor needs to be perfectly clear whether or not they will fight for people and make breathable air, safe drinking water and a clean environment their top priority,” Moran Communications Director Jesse Ferguson said. “It’s clear that the next Governor has the ability to put the brakes on this new coal mega-plant in Surry.”

GOVERNOR’S ENVIRONMENTAL RESPONSIBLITES AND OPPORTUNITIES

The Virginia Constitution.
The governor is obligated to protect and defend Virginia’s Constitution, which reads: "...it shall be the Commonwealth's policy to protect its atmosphere, lands and waters from pollution, impairment, or destruction for the benefit, enjoyment and general welfare of the people of the Commonwealth". - Article XI of the Virginia Constitution

Directing the Department of Environmental Quality.
The governor can direct the DEQ director to recommend to the State Air Pollution Control Board that they deny the permit based on negative public comment, of which there is expected to be an extraordinary amount. Should the State Air Pollution Control Board not agree, he can appeal to the federal Environmental Protection Agency to deny the permit.

Setting Policy
Of course, the governor sets policy and the environmental agenda through the Secretary of Natural Resources, environmental agency heads and appointments to the citizen regulatory boards (e.g., Virginia State Water Control Board, Virginia Air Pollution Control Board and Virginia Waste Management Board) all of whom will have a role in the approval of this power plant.

Propose Regulations or Legislation
The Governor can propose legislation to the General Assembly or new regulations that would restrict the pollutants emitted or discharged from a power plant.

~ McAuliffe Plan Falls Short on Key Democratic Issues ~

New Surry Coal Mega-Plant Support. McAuliffe continues to support a new coal-fired mega-plant in Surry County, siding against Virginia’s environment and the health of its residents. The Surry plant is one of the greatest threats to Virginia’s environment and the Chesapeake Bay. Within 50 miles of Richmond and Hampton Roads, it will dump toxic chemicals into the Chesapeake Bay. Offshore Drilling Support. McAuliffe continues to support drilling off Virginia’s coast. Mr. McAuliffe seems to think we can solve 21st century energy challenges with more 19th century fossil fuels. Moran has opposed offshore drilling.

After months of supporting a 12% renewable energy production requirement, Mr. McAuliffe has joined Brian Moran and Barack Obama in calling for a full 25% of our energy to come from renewable sources by 2025. ALEXANDRIA – Brian Moran made the following statement after Governor Tim Kaine signed the Virginia smoking ban legislation passed by the 2009 General Assembly. Moran voted for smoking ban legislation in the House and authored the ban on smoking in nursing homes and emergency rooms over a decade ago. Twenty-eight other states have banned smoking in public places.

“The Virginia Department of Health tells us that second-hand smoke kills 1,700 Virginians every year. Governor Kaine has led Virginia to this responsible action that protects public health by reducing exposure to second-hand smoke. Parents shouldn’t have to worry about smoke-filled restaurants when they go out for a family dinner. This is a tremendous step forward, and Governor Kaine deserves the appreciation of every Virginia family.”

Former delegate Brian Moran and his wife, Karyn, are on separate campaign swings this week through Southwest Virginia as he tries to reinforce an image that he can compete in every part of the state.

Moran, who lives in Alexandria, plans stops in more than a half-dozen cities and counties between now and Friday. At his first stop today in Pulaski County, Moran was endorsed by Commonwealth's Attorney Mike Fleenor and Sheriff Jim Davis.

"Brian has fought alongside us for over a decade; he's no stranger to Pulaski Democrats," Fleenor said. "He fought alongside Mark Warner and Tim Kaine and is ready to fight for the hard-working men and women of this region in the Governor's office."

At an event tomorrow in Smyth County, Moran will be joined by his wife. On Monday, Karyn Moran kicked off her own six-day tour of Southwest Virginia.

Gubernatorial Candidate Greets Bristolians During Walking Tour

Gubernatorial candidate Brian Moran stopped by the Barter Café last week and had energy, transportation, health care and education on his plate.

“We have a lot of challenges ahead and I’m equipped to handle those challenges,” the Democrat said.

Moran grew up one of seven children in Massachusetts. His dad worked as a football coach and teacher but retired as a juvenile probation officer. Moran was team captain of his high school football team and played offensive and defensive tackle. While in college, Moran worked the midnight shift at a gas station and as a bartender on the weekends during law school. Both of his kids attend public school and said he plans to keep it that way if he becomes governor.

“We’re far more alike than we are different,” he said of Virginians. “Jobs, mortgage payments, college affordability are concerns shared though out Virginia right now.”

Most recently, Ms. Zeidler was the executive director of Jamestown 2007 and chair of the Historic Triangle Jamestown 2007 Host Committee.

Moran Airs First Radio Ad

ALEXANDRIA –Brian Moran’s campaign for Governor released its first radio ad today, which will air in the Hampton Roads region beginning Wednesday. The one-minute ad, titled “Standing Up,” features a testimonial from former Delegate Mary Christian of Hampton, a pioneer and leader in the African American community, about Moran’s strong record of fighting for the people of Hampton Roads and all of Virginia. Christian served with Moran in the House of Delegates until her retirement.

“As someone who served side-by-side with Brian for more than a decade, I can tell you personally that he’s always been there and will always be there for us,” Christian says in the ad. “Brian Moran grew up working class and he knows what it means to struggle.”

In 1985, Dr. Christian was the first African-American from Hampton to be elected to the state legislature since Reconstruction. She went on to serve nine consecutive terms representing Virginia’s 92nd House District. For more than twenty-five years, Dr. Christian was a professor at Hampton University in the School of Education.
